Spinning rods are designed for use with a spinning reel, with the reel sitting under of the rod. Spinning rods have larger diameter guides to allow for the line to come off of the spinning reel. Spinning rods are used for more of finesse or specialty techniques of fishing and are a great rod for beginners that are just getting into the sport.
